wysiwyg editor

The WYSIWYG editor does not seem to be working. I have double checked that I have the option set, bit is acting like the "Enhanced Editor" As an example, if i highlight a word or phrase and then click on the Bold button, it does not immediately Bold the selected area. Instead it just inserts the BBCode.:icon_scra. That seems to be the case for all the canned attributes.
