I can’t tell, but it looks like a 3 phase plug.

It looks like a LOCKING plug. They may use them on three phase tools. I asked and am awaiting an answer. I use them in my shop to dangle extensions from outlets mounted in the ceiling. I think they use these on portable generators as well.

Looks to me to be a single phase 37-301. 4-knife cutterhead. Knives are about 1/16" thick. Not easy to install but do-able. Very smooth cut when the knives are set right.

The plug looks like a three-wire twistlock NEMA L5-20 (20 Amp) or L6-30 (30 Amp) at 120VAC.
