Chat does not work until you go into General Settings and set "Show the Chatbox" to "Yes".
Although I could see our earlier chatbox whenever I logged in, this new chatbox was not enabled by default for my profile. This means that other users may also need to go into General Settings to enable the feature as well... or we need to run a script against the SQL tables and automagically enable the feature for all users, then let those who wish to disable it do so of their own free will.
