Equal spacing tool?

I would like the hinge overlap to be the same (3/16) so I can put a binder screw through the hole or a carriage bolt with a knurled nut - is that possible?
The hole is milled to be tight for a 5/16 bolt. So yes you can just put a 5/16 bolt through it. You can also put a binder screw through it as long as the post is 5/16 and just shy of 3/8 tall. Of course, in either case, it won't sit flat on the table because the bolt head will be protruding out the back.

What I am thinking is I would probably try to countersink it for the post on the back side and plan to use a knurled nut on the front side, you can't make it out in the picture, but it is a pretty thin
