Design is copied from similar base made by Bill Anderson.
Base is designed to be held in a bench vice and enabling someone to drive dowels through to cut them to indicated size.
The rationale for this is commercially available dowels are often not accurately sized. This makes it impossible to insert dowel into a hole in woodwork.
Also, one can roughly shape a piece of wood and then accurately cut it to size from any wood you desire.
