How to PM a member and how do I change my County

How in the heck do I PM a member? I've tried but have not been successful.
On some view of my profile, I see that the County is not correct but when I edit my profile there is no county field. How in the heck do I correct it"

Confirm your zip code in your personal details. You should be able to start a
PM after midnight tonight, as it had been more than 30 days since your last login.

When I go to my account details, my address and zip code are correct. I don't see anything wrong on that page and there is no "county" on this page. This is where I'd expect that info to be. I need instructions for dummies.

I modified it in the admin portal to Brunswick just now.
