I had mine on top of a Craftsman tool chest so all the bits were in the drawers. Now I have a floor-stander and the tool chest is beside it.
Stability is the issue. I had a brace on the wall I could connect if needed.
I bought a service cart from Harbor Freight, mounted a 1 1/2" thick table leaf on the top curved metal parts, and while I've not put any tools on it, I bet it would work, and you'd get the benefit of extra storage in the drawer and bottom shelf. I stored a bunch of shorts on the bottom shelf to give it some weight, and I'm really pleased with it. You can get them on sale, too, if you're watchful.

I would definitely have to add the wood top and put enough stuff on the bottom for counter weight but I think it will work
I made the case about 20 years ago and added a Bora Portamate Mobile Base Kit three years ago. I put the drawers in a couple years ago. Some day I'll make drawer fronts for it and it will actually be finished.
