They are under "where to buy" because we intended to include some other resources there.
It also has schools and a short article about auctions.
Probably will add tool stores and machinery at some point.

If they were directly under resources they would get lost in all the other entries.

I think what's confusing is that "Resources" is a top level tab, but with the first sub-menu item "Reviews" and several other customizable links that don't provide any context. Then clicking on the Resources tab leads to what looks like another forum page. It's hard to connect that the sidebar "Categories" is actually the main navigation menu since it is on the side instead of down the middle like the Forums List. It would also be a pretty logical sub-menu of Resources.
