Problem using epoxy

Have a stained board. I used a scotch bright pad to lightly go over board before adding a light coat of epoxy. Soon after applying some areas seem to repeal the epoxy.What is causing this, and how do I fix the problem?

Just a bit more information please
What type of stain? oil, water or alcohol-based
How much time between application of stain and then epoxy?
What kind of epoxy and what mix ratio?

Epoxy and wax don't mix. Silicone would likely repel epoxy also. Has this board been recently planed or maybe it is being used "as found"?

New scotch write pad? If not, last use? If it was new, maybe next time I use one, I clean it.

This plywood that has a dark oil base stain.Been stain for a couple of months.Scotch bright was new.epoxy is a 2 to 1ratio and is made by entropy resins.

I have not used the Entropy resins. These new bio-based green resins look promising. So all I can do is guess that oils in the stain are causing the problem. Possible solution would be seal the stain with dewaxed shellac and then apply epoxy. Hope this helps
