Painting Wooden Table Question

I built a small wooden table this weekend out of left over maple and poplar, intending to paint it black to match the rest of the furniture in my daughter's nursery (she's due in June). It is the quickest I've ever finished any project. After one coat of black Latex Enamel paint, the table looks good, but the surface isn't very smooth to the touch. To attain a smoother surface should I resort to more coats of paint, a different type of paint, more sanding, a clear finish like poly-acrylic or something else?

Let it dry completely, then lightly sand it w/ 320 paper. Then apply another coat of paint. Latex is water based and can raise the grain, leaving a rough feel after the first coat.
