I have manuals for tools I trashed over 20 years ago but can not find the manual for the OSS I bought from Tom not to long ago.

I was hoping it would answer a question so I would not have to post it here. This is one of those that makes you feel really dumb. Is there an easy way to remove the rubber cylinder from the sanding tube. The first couple I changed were easy now I have two I can not get to budge. I feel I have quality sanding tubes because they came from Klingspor's so I do not think this is the problem.

Providing you have removed it from the spindle and taken out the expansion screw/nut/bolt, try putting it in the freezer for a little. That should make the rubber contract and make it easier to get the tube off.
