Can't get DQ membership validation

I'm trying to get the DQ membership card but every time I go to check if I'm qualified I get a message saying that I'm not qualified without any explanation as to what is causing me not to qualify. Is there anyway to find out what I'm missing? Thanks, Ray Wilder
