[How Do I-Gallery] Get special characters to show in picture captions?

When uploading pictures to my galleries, sometimes I want to describe them and use a special character. A perfect example is the double quotes symbol when you want to designate inches (14"). However, this usually shows up as an ampersand followed by quot and the semicolon. Is there an escape character to use first or an escape sequence? Did some research but couldn't find anything to help much with this.

BTW, there was a thread last month about the mouse over window not staying around long enough to read the excerpt. I'm still having that problem on the home page (new posts). It stays as long as I want on some pages but on others it seems to expire! How was that fixed?

See this thread about the special characters issue. The fix for the mouseovers is still working, but only on the vbulletin pages. The "home page" is actually an addon product by a third-party software company, and the "fix" does not seem to work there.
