As for the electrical outlets, check with the local code inspector, but per the National Code, you can have dedicated non-GCFI receptacles for items that remained plugged in and not moved, like the garage door opener, a freezer/refrig, power tool that stays plugged in and isn't moved, stationary air compressor/dust collector, etc. This prevents nuisance tripping of the GCFI as the motors/compressors kick on and off. Other than that, GCFI is required for any location that may become damp, etc. If you have a slab and a garage door, that will probably require GCFI for all the receptacles you will be plugging/unplugging things into. If you put in a sink, any outlets near it will require GCFI.
If you are putting up gutters, you may want to consider having the outlet high enough to divert into a rain barrel. Even if this drought breaks, I doubt it will be the last.
Sounds like you have a good plan comong together, and I bet you can't wait for it to be done!!
