Because you squandered it on the last tool sale. Tool sales are like buses- miss this one, don't worry, there will be another one along in a few minutes. When my ship came in, the dock workers were on strike. Besides, I would rather have the HF one for $29.99. Liked the first so good, I bought a second. Paid for both of them on first job.
