I have had three RO boards air drying for about a year now under my deck - Stickered and they have plenty of air flow - I checked them the other day with a MM and the top of the board ranged anywhere from 7-9 on MC and I was wondering what the bottom of the boards checked so I turned the top one over and it ranged from 11-13MC - Is this normal - should I turn them all over or just leave them and let them dry more

If you didn't have anything under the bottom board (like plastic), it would make sense that the bottom board has more moisture. Even though the bottom board isn't on the ground, the ground is still giving off moisture that the board will be in equilibrium with. So I would expect the higher boards to be dryer. The good news is that 12% moisture isn't terribly different from 8% and you can probably use it as is without too much trouble. Though I am sure our resident millers/kiln operators might disagree...

Tim after I posted the question it dawned on me that there is nothing under the boards and that is where the difference might be coming from

I am still confused - you said you turned to top one over; aren't the other two under it?
And there is something under the bottom one - the whole rest of the world...

I don't have them stacked in one stack persay - I have two on the bottom then stickers and then one on the top - I checked the top one and one of the bottom ones -top and bottom of the boards - that is where I find the difference - yep the world is underneath them but the bottoms of the boards are drawing the moisture from the ground - I am guessing - sort of like under your house in the crawl space - no plastic = lots of moisture = not good

I'd suggest you move them into your shop for 2-3 weeks and recheck their moisture levels again -- I'm sure they will be ready to use.
