I came up with a pretty simple design for a mobile base with a retractable swivel caster. Here's a picture with the caster locked down so the base is mobile (there are 2 fixed wheels in the back). When the caster is retracted, the base sits on the 2 feet you can see under the base. To use it, the front of the bandsaw must be lifted high enough to allow the caster to drop down below the "mobile" depth. Kicking the red lever to the left locks it into place - as shown in the photo below.

Construction was simple - the only part I needed (besides your usual hardware) was a standard 4" door hinge.
