I find that when I use a ruler or other such measuring devices, sometimes my eyes have a way of deceiving me. I have had excellent results with the setup blocks though, especially on the router table. Just my $.02

I started using them to set the depth for router plunge cuts. I lower the bit to the work surface and place the appropriate block under the depth pin and lock it in place. Remove the block and I know the bit will plunge to the exact depth I need.
For setting a fixed height on a router bit - it is very easy to feel or see when the high point of the bit is even with the block.
For setting a fence on either a band saw or table saw, the block allows me to set the width by having the block sit against the teeth. Using a ruler to set for fine cuts is difficult.

I use the same style gauges on my RT and Tablesaw. Both of mine are made by General; the one like your lower one is made of aluminum and is calibrated in mm and fractional inches. I find it very useful for setting blade height on the tablesaw. The other one (shaped like the upper one in your picture) is made of brass and is ideal for setting straight bit heights on the router table.
