Before I start tearing into and hunt down bearings I want to make sure that it will be cost effective since some of the cutters I got with it need shapening. Is there someone around that sharpens 1/2" bore shaper cutters ? these are HSS. Thanks.

If they don't you might check dynamic saw. You would have to ship them, but I have heard good things about them. I personally have not had any shaper or router bits sharpened, but I need to do so as well.
As for the bearings, there are several places locally in Raleigh that sell them and have good prices. Any chance you can get a router spindle for the shaper? If you can, then I would say it would definitely be worth bringing back to "full life".
