It's hard to find decent ties now days. I don't think that there is as much railroad repair work being done as in the past. What you can find are usually in pretty bad shape. Unless you need to match with some existing RR tie work, I would recommend using 6x6 treated timbers. You will get much more life out of them, and they are easier to work with, and cleaner too.

I looked them over ahead of time and I got decent ones. IIRC, they were $10.97 each. Careful, they weight close to 200# each.

I think I need 36. The previous owners planted four tree out back intending to build railroad tie bases around them each is 4 ties high. One is complete the second has only one tier and the other two have none. So by my estimate I need 4 to finish the 2nd and 16 each for the 3rd and 4th trees.

It's great place for bugs take up residence and eventually attack the root system and kill the tree. Crushed rock is the worst thing in my mind to put around trees. Rocks damage the roots of the tree and ants love the coolness of the rocks, they also find the damaged roots mighty tasty. Next thing you know and in no time flat they will infest the tree resulting in a sure but sudden death. Please don't ask me how I know this, I killed some really nice redbud's like this, amazingly the one tree I did not mess with is doing just fine  .
