You can buy line sets that are precharged, which helps out a whole lot. They just screw on as opposed to soldering if you were doing a custom set. The down side is you are stuck with only the available lengths.

The HVAC tech needs to sign the install permit. Licensed HVAC installers are required - at least in Wake Co. Unlike electrical work.

You might be able to find someone to JUST make the final connections and sign-off on the permit. If you do find a good HVAC tech willing to work on a fair but flat hourly wage, please let me know !

If you have specific info on pre-charged, screw-on linesets please post the links.

All of the major brands I've looked at (Mitsu, LG, GE, Hitachi/Soleus, Fried.) require soldered connections. Even the ones that are "pre-charged" require the lines to be evacuated, tested and soldered before the precharge is released into the tubing. Which requires specialized tools and skills.

I don't have any. I have no idea if they make them anymore actually, so I may be talking out my you know what. The ones I used to hook up were bought locally, like at Noland Co. or somewhere like that, but they were bought by a licensed person, so no idea about retail.
